In the recent edition of the Florida Specifier, Gunster’s Luna Phillips, who leads the firm’s Environmental & Land Use Law group, analyzes the Lake Okeechobee System Operating Manual (LOSOM), which is the official guide used by the U.S. Army Corps of Engineers (Corps) to equitably manage Lake Okeechobee. 

The LOSOM Lake schedule was finalized and adopted last month, replacing a previous version that was developed in 2008. It aims to carry a component of flexibility by adopting management zones and ensuring that decisions are made as conditions such as temperature and rainfall vary in the future.
