Press Release

Gunster, one of Florida’s oldest and largest full-service business law firms, today announced two new hires with well-rounded experience that will significantly deepen the firm’s Government Affairs Law & Lobbying capabilities. Simone Marstiller has rejoined the firm as of counsel attorney and Harold L. “Trey” Price has joined as a government affairs consultant. Both will be based in the Tallahassee office.

Marstiller is a lawyer, former appellate judge, and multi-government agency alumna with a reputation that is among the most respected public and private sector attorneys in the state. She has an extensive background working at the intersection of healthcare, technology and regulation that will support the diverse needs of clients navigating evolving regulatory and policy endeavors. Her experience includes leadership roles at various government agencies, most recently serving as the Secretary of the Agency for Health Care Administration and Secretary of the Department of Juvenile Justice, both appointed by Governor Ron DeSantis, in addition to a six-year tenure as a judge on Florida’s First District Court of Appeal.

Price is a well-connected consultant who leverages his statewide network to help clients solve complex affordable housing, real estate, appropriations and government financing issues, while assisting clients in navigating state and federal tax policies. For decades, he has counseled businesses through legislative and state government processes to get their projects funded and executed, and helped shape policy that advances statewide, domestic and international commerce. Most recently, Price served as Florida Housing Finance Corporation’s Executive Director, where he worked closely with Republican leadership to launch the Hometown Heroes Housing Program and helped write the "Live Local Housing Act" which was just signed into law. Price’s prior experience includes serving as Florida Realtors’ Public Policy Representative and Public Concepts, Inc.’s General Campaign Consultant, and managing campaigns through the Republican Party of Florida.

“High-quality government affairs counsel has never been more vital to navigating Florida’s evolving business landscape,” said Bill Perry, CEO and managing shareholder of Gunster. “Between Simone’s strong relationships with decision-makers across all branches of Florida government and Trey’s deep passion for Florida’s legislative process, their addition lends an edge to our firm’s services as we address our state’s most complex governmental and community concerns.”

Both Marstiller and Price have received industry accolades and recognition from prestigious organizations and publications for their commitment to excellence and successful results. Marstiller was recently named among City & State Florida’s “Florida Women Power 100” and included in the inaugural list for the “Florida Health Care Power 100.” While serving as Executive Director of Florida Housing, Price was elected by his peers from every US state and territory to serve on the Board of Directors of the National Conference of State Housing Agencies (NCHSA) from 2019 to 2021.

Marstiller earned her J.D. and B.A. from Stetson University. Price earned his B.A. from the University of Central Florida.
