Executive Order 20-112, Phase 1: Safe. Smart. Step-by-Step. Plan for Florida's Recovery, will take effect Monday, May 4th, 2020. These guidelines include all counties in Florida EXCEPT: Miami-Dade, Broward, and Palm Beach Counties, which will remain under the current executive order. Phase 2 will begin when the Governor determines it is suitable to continue re-opening after fully considering medical data in accordance with consultations with state health officials.

Overview of Executive Order 20-112

·       Vulnerable individuals should avoid close contact with other people

·       When in public, all individuals should maximize physical distancing

·       Avoid gathering in groups over 10

·       It is recommended to wear facemasks in the workplace and in situations in which social distancing is not possible

·       Visiting senior living facilities remains prohibited

·       Schools will continue distance learning for the rest of the school year

·       Museums and libraries may open at no more than 25% of their building occupancy

·       The Florida Department of Environmental protection will announce a phased-in re-opening of state parks

Medical

·       Medical services, including elective procedures, surgical centers, surgery centers, dental offices, and other health care practitioners’ offices may fully re-open

·       Hospitals will be required to assist nursing homes and long-term car facilities in their efforts to protect the vulnerable

·       Hospitals must maintain adequate bed capacity and PPE

Travel

·       This order extends Executive Order 20-80, Airport Screening and Isolation, and Executive Order 20-82 Isolation of Individuals traveling to Florida, with exceptions for military, emergency, health, infrastructure or commercial related activity.

Business

·       Restaurants may re-open with full outside seating, indoor seating will be allowed at 25% of building capacity

·       Retail businesses will be allowed to operate at 25% occupancy.

·       Social distancing and sanitation guidelines should be followed

·       Bars, nightclubs and gyms will remain closed during Phase 1 of re-opening.

·       Personal care services such as barbershops and salons with close contact should remain closed.

·       the Governor's Executive Order 20-112 requires appropriate social distancing and limits groups to 10 people or fewer. Regulated businesses should adhere to agency guidance. Additionally, businesses should consult with the most up-to-date Centers for Disease Control and Prevention (CDC) guidance.
