Elinette Ruiz-Diaz de la Portilla focuses her practice on local government law, particularly land use and zoning, and government procurement.

Elinette’s clients include builders, developers and land owners involved in land use and zoning matters at every phase of the development process. Her years of experience include advising clients on issues that range from zoning approvals to subdivision, including due diligence reviews, vested rights claims, local comprehensive plan amendments, historic preservation approvals, permit matters, and a variety of associated environmental concerns. She also advises on, and represents clients involved in, doing business with government agencies, assisting them to navigate through the intricate public procurement process, including quasi-judicial bid protests.

In addition to practicing law, Elinette served in a variety of government positions. Notably, she served as an assistant to the Miami-Dade County Mayor in the Office of the Senior Advisor. Moreover, she worked in Washington, D.C. in the U.S. House of Representatives as a staff assistant for Congressman Diaz Balart, and served as an intern at the U.S. Department of State, Department of Public Affairs. 

Having served in a myriad government positions, Elinette offers practical know-how and insight into helping clients achieve their goals through state and local agencies, as needed. Her dedication and meticulous attention to detail in everything she does, as well as her commitment to clear communication with clients, colleagues and constituents alike, is manifest in her drive to provide actionable solutions, that make sense under the law, and for her client.

Notably, Elinette worked as a clerk for The Honorable Judge Mario P. Goderich, Third District Court of Appeal. Prior to law school, Elinette spent three years in the financial industry as a registered sales associate with Citi Global Wealth Management Smith Barney, obtaining a General Securities (Series 7) License from the National Association of Securities Dealers (NASD).

Elinette is fluent in Spanish.
