Behar represents developers before local government boards and regulatory agencies. He has a wide range of experience working with the governments of Miami-Dade County and nearly all of the municipalities within Miami-Dade County, including the cities of Miami, Coral Gables, Miami Beach, Doral, and Sweetwater.
Behar obtained his J.D., M.B.A., and B.A. from Florida International University.
Led by Luna E. Phillips and Brian M. Seymour, Gunster’s Environmental and Land Use Law practice represents clients in all aspects of land use, environmental, property rights, development, and acquisition matters.
