Gunster attorney Timothy Riley

Gunster, one of Florida’s oldest and largest full-service business law firms, today announced that Timothy M. Riley has joined the firm’s Environmental & Land Use practice as a shareholder in its Tallahassee office.

Riley, an established attorney with over a decade of experience, specializes in guiding businesses, particularly those operating in highly regulated industries across Florida and beyond, through complex governmental processes. His clients, ranging from investor-owned utilities and oil and gas exploration companies to commercial real estate developers and telecommunications firms, rely on his expertise in governmental relations and administrative law matters. He represents them before local, state and federal regulatory agencies, as well as civil and administrative courts, addressing a wide range of land use and environmental legal matters, particularly in the context of oil and gas operations.

Before joining Gunster, Riley held key positions that enriched his understanding of environmental resources and regulatory compliance. He served as the Manager of Environmental Resources for the Town of Flower Mound in Texas and later became the Manager of Policy & Development for the Barton Springs/Edwards Aquifer Conservation District. He was also appointed to the City of Austin’s Environmental Board, where he managed the district’s initiatives related to groundwater regulatory compliance, enforcement and planning.

Beyond his legal achievements, Riley has a distinguished military background, having served as an Operational Law Attorney during Operation Enduring Freedom in Afghanistan with the 82nd Division (Airborne). Presently, he serves as the Command Judge Advocate for the 83rd Troop Command in the Florida Army National Guard. Additionally, he recently completed a 16-month federal activation with the Florida Division of Emergency Management, supporting the state’s response to the COVID-19 pandemic. As an Adjunct Professor at Florida State University’s College of Law, Timothy imparts his knowledge by teaching courses on Oil & Gas Law and Military Justice.

Riley earned his J.D. from Vermont Law School and B.A. from the University of North Texas.
